The concert, that took place in the Casa de Cultura, was divided into two parts. The first part consisted of the children of the school, standing alone, in pairs or threes to play each one of them their instrument. Songs like 'Raise the Bridge!', 'New Notes', 'Nit of Pau', or 'Au clair de la Lune' among others which caused the audience to break into applause after each piece. In the second part the members of Unió Musical Els Poblets took the reins with interpretations of 'The Picapiedra', 'Los Siete Magnificos’, and 'King Valley Overture' and 'Nit of Pau', together with the students of the School of Music.
Donation of a Flute.
During the concert, the Unió Musical Els Poblets was presented with a new flute that will become a part of the municipal formation. It was donated to the band by a resident of Els Poblets, Ronald George King, who personally presented it to the president of the band, Pedro Pérez

The concert of Christmas Carols of L’Orfeó touched the residents
The musical group, under the direction of Silvia Rock, offered to the audience various popular pieces full of emotion that revived the most affectionate feelings of Christmas. The appeal of the musical formation remained again clear. At 19.00 hours the action was initiated with again great public support. More than a hundred residents responded to witness the act and to enjoy the beautiful voices that for another year filled each of the corners of the temple with the most typical pieces of these dates.
Upon finishing the act, which lasted for more than an hour, the attendants were full of praise for the group which had been practicing for several months for the occasion.

The Town Council sends a letter to the Environment Department requesting the reconstruction as soon as possible of the estuary of River Girona.
It refers back to November 24th, 2008, when one of the affected residents with a house in the estuary zone of the river remitted a letter to the CHJ (Hydrographic Confederation of the Júcar), communicating the lamentable situation which remained after the Flood of October 2007. There have been various communications on the part of the Town Council to the CHJ and Coasts, to gain agreement from the department to adopt the necessary measures to rehabilitate the zone, but to date it continues without there being an agreement between the agencies and the zone continues a threat for its inhabitants.
On January 7th, 2009 the Town Hall transferred to the CHJ a report from the municipal technician, detailing the damages and photos are included. March 3rd, the CHJ inspects the place and assures, literally, that "the natural capacity of drainage is not found altered", and that there is no "obstruction of vegetation", assuring that the alterations have been produced in the terrestrial maritime zone and that the competent agency to solve the problem was the Provincial Service of Coasts. On June 1st the town Council remits another report from the municipal technician and June 4th transfers the answer of the CHJ to Coasts. September 1st this last agency declares that it is not its responsibility and points again to the CHJ as the responsible party.
For all it is clear that there are differences between both agencies. Jaime Ivars, regrets in the text that "two peripheral agencies of the Administration of the State, the CHJ and Coasts, clerks of the same Department "are throwing the ball from one to the other while, in the middle are some residents. The Town Hall, pressured by the anguish of them, “will attend fearlessly to this play between two administrations" and assures that “this situation of administrative inactivity between the two departments is against the principles of organization and operation of the Administration of the State" and "of effective service to the citizens".

CHANGES IN THE TOWN HALL OF ELS POBLETS
After the rupture of the pact between the Partido Popular and PIREE all the responsibilities that were in the hands of members of PIREE have passed to PP.
Through a Resolution of the Mayor's office Sebastián Alcaraz ceases to be deputy Mayor and is replaced by Mª. Pilar Bisquert Fornés as 1st Lieutenant in command and Ma Angeles Frizzy Perelló as 2nd Lieutenant in command.
At the same time all other positions held by PIREE have been revoked. The Department of Agriculture and Environment is now under Councillor Jürgen Wilhem Wicher, Sport and Youth under Mª Pilar Bisquert Fornés, Culture and Education under Mª Ángeles Frizzy Perelló and Beaches, Treasury and Patrimony will be overseen by the Mayor.
Also the new approval forms will be sanctioned by Mª Pilar Bisquert Fornés.

BUDGET 2010
The budget for the year 2010 was approved in the Plenary held on Wednesday 18th November with the votes in favour from the PP and of the BLOC.
The Mayor thanked BLOC for their support, common sense and political responsibility for having voted in favour of this budget.
The budget is rigorous and austere but at the same time solid and productive (thanks partly to Plan E and to the Plan of the Generalitat) and the pledge for a clear policy to contain and decrease expenses.
The budget of revenues is 3.648.000 €
And that of expenses is 3.490.000 €
Being 158.000 € in positive we have lowered the remaining negative assets, being now in negative to the amount of approximately 150.000 € compared with that of the previous year having decreased around 300.000 €, without any type of credits and fulfilling the principle of budgetary stability.
Applying this new containment budget and decreasing expenses will set down the bases to overcome the crisis and to recover the budgetary stability permanently.
We have made it a saving exercise and austerity in the following departures:
Expenses Chapter I: personal expenses reduced 162.810 €
Expenses Chapter II: running expenses reduced 187.300 €
Expenses Chapter VI: Investments reduced 72.546 €
And an increase in capital transfers (Unions, Sanity, Social Services) of 18.840 €
We maintain the capital transfers in the fundamental topics so that the Town Hall functions and advances to improve the services and the quality of the life for the residents.

REASON FOR THE SPLIT BETWEEN PP AND PIREE
Due to the need to guaranteeing normal working of the Town Hall, the Partido Popular Party of Els Poblets has been forced to break the agreement with their old associates, PIREE.
This decision is a direct consequence to declarations published in the media which were excluded from the government, and the refusal to keep on developing the assigned tasks of government. This decision is an exercise of responsibility in that we continue putting legality foremost in the interests of the Town hall.
We think that a legal and transparent process has been twisted, flouting the lawful procedure of the awarding of the Drinking Water Services. They have left in doubt the honour and professionalism of the municipal technicians, one of whom has given 25 years in defending the interests of the Town Hall
Also we are sure that the decision of PIREE to have presented an amendment and to have awarded the service to the fourth and last company will provoke a rain of legal claims against the Town Hall on the part of the other companies that put in tenders. The legal consequences caused by our (previous) associates concern us, not only for our reputation but also the possible economic fall out.
We cannot continue governing a second more with associates of government who have paralyzed the functioning of the Town Hall and who also do things and take decisions that cost money to the council and affect the well-being of the citizens.
We do not like associates who do not value dialogue, loyalty, communication and respect towards technicians and a committee of experts and it is for this reasons we are going to keep on governing in minority, working with transparency and legality, defending the interests of our municipality.
Equally we want to express our absolute disgust to the person or persons who were responsible for the graffiti that appeared last Saturday, which only produced economic damage since by no means are they going to influence our way of working. At the same time neither the Mayor nor the Partido Popular Party feel identified with these ideologies, insults or threats. The only thing that they have obtained is that my family feels threatened by the irresponsible act of one or more people who want to win with violence and threat which voting in the elections had not given them.

THE PLENARY MEETING OF THURSDAY 29th OCTOBER
The Partido Popular group of Els Poblets wishes to communicate their surprise at the unexpected overturn of the selection of the drinking water contractor for the municipality, which in the mentioned Plenary meeting, PIREE, PSOE and BLOC awarded the Service of Drinkable Water to the company that had come the fourth and last according to the evaluation of all the experts.
We think that this has twisted a legal and transparent process that had been conducted throughout several months by the governing team for a report of a technician not known by the Town hall and a voting that lasted one minute and a half. The above mentioned report was presented by the spokesman of the PIREE.
We are sure that the above mentioned decision is going to provoke a rain of legal claims on the part of the tendering companies against the town hall and put in a most embarrassing situation which has never taken place before. We are worried about the legal consequences of the above mentioned performance that will fall on the Town hall and the possible economic after effects.
That's why the Popular Party is going to keep on working and defending the interests of the Town Hall and trusting in the Report of the Experts' Committee to return the contest to the legal course from which it should never have strayed.

THE WATER CONTRACT
In view of the necessity to repair the Drinking Water service of the municipality and the need of investment and the update of the network, it was agreed that the most correct and most profitable decision for the village was to put out the management of the water to contract. This way, a company, the best, the most capable, the one selected in a public, transparent and legal contest would take charge of the investments and necessary updates in the service of the Drinking Water of Els Poblets.
For this reason, for 5 months we worked drawing up the Terms of Contract, that is to say, the rules of the contest, indicating the requirements of the offers of the companies that take part in the contest. The specifications were approved by absolute majority and also there were named an experts' committee as is required by the law of public contracts for this type of authorization. All this protected by the report of the secretary-adminstrator of the town hall, making sure the specifications were completely legal and transparent.
The experts' committee consisted of a top civil engineer, another middle grade engineer of public works, and an inspector of another town hall who is licensed in Economics. The secretary-administrator of the Town hall of Els Poblets formed part of the Contracting Board, with a voice and vote.
The terms of contract asked the companies to study the facilities, the network, the needs of both and they were requested to present a plan in case they were the company selected.
Amongst other things they were asked to indicate to us the investments and other works that they would do to improve the service and how they were would solve the problems of the water losses in the tubes that make up the network of drinking water of the municipality. All this fitted into the conditions of the contract and without raising the tariffs and with the corresponding saving throughout 25 years
Afterwards the technicians who formed the experts' committee did the work entrusted by the plenary meeting which was to value the proposals of 4 companies that had presented a tender.
As soon as all the projects were analyzed and the evaluation of every company was completed this is when the problem arose. Mr. Simarro was not in accord and had doubts with the report of the experts' committee.
After having approved the conditions of the contract and the election of the members of the experts' committee, Simarro had doubts. He contributed a report made by an external adviser which contradicted the evaluations of the technicians and was proposing, as a better candidate, the company that was placed fourth and last according to the experts’ committee.
