ELS POBLETS BUDGET FOR 2011

On Monday 22nd November 2010 at a special plenary session, the budget for 2011 was approved.

The projected budget is 3,377,865.32€ income and 3,280,195.38€ of expenses, displaying a surplus to mitigate the effects on the residual liquid assets.

These figures represent a decrease on the budget of the preceding period, justified by the government team for the need to apply a policy of reduction and adjustments in the public expenses, caused principally by the significant decrease over several years of the income originating from the tax on construction, urban development rates and the tax on the increase of the value of urban lands.

In order to meet this target of reduction it will be necessary to reduce such items as the expenses of personnel (reduction of the salary) besides the reductions pertaining to the salaries of the high-ranking officials and assistances to associations. Reductions will also be made in other items such as Protocol, Twinning, Tourism, Commerce, and Traditional Festivals among others.

On the contrary, other parts of social character have been maintained, such as Social Services, Sports and Culture and Education.

Regarding the fiscal incomes, the government team emphasises that it is determined not to modify the tax types and rates thus avoiding a greater municipal tax burden to the families.

In the section of subsidies they are waiting to receive the fourth annuity of the agreement signed with the Generalitat for the work of the pedestrianisation of Calle Cervantes and the Plaza del Castell, that have already been finalized, as well as two more requested subsidies to the Delegation of Alicante for hydraulic infrastructure.

Besides applying to all those announced in the fiscal year 2011 and those that will be of municipal interest, the ones that are granted will be subject to the corresponding budgetary modifications.
Finally, in relation to the area of investments, the emphasis was on those that were the most necessary for the municipality, such as the urbanization of different streets, mains plumbing of Calle 9 in Gironets, the intersection between Cami Real de Gandía and Cami de la Mar, another point of underground containers, a playground, fitting-out the pool and the outside of the Municipal Auditorium, among others.

Likewise, one must emphasize the contribution by aid to the Third World of 0.3% of common resources

All in all, we must emphasize the will of the government team by presenting some adjusted budgets to face the current reality, with austerity but without forgetting the needs of the municipality. The management of the government team Partido Popular-PSPV have maintained and even increased minimum investments, projects in motion have not been delayed and neither have the taxes in force risen. They have been capable of optimizing the resources and reorganized the Town Hall, with ZERO debt and a surplus of liquid assets.

It must not be forgotten that the opposition parties, BLOC and PIREE voted against the changes. During the meeting, some doubts were resolved with the spokesman of BLOC; on the other hand, the spokesman of PIREE had no questions.

RIGHT TO VOTE IN MUNICIPAL ELECTIONS

Right to Vote in Municipal Elections
In the municipal elections of 2011, citizens of the following countries and regions have the right to vote: European Union, Norway, Chile, Colombia, Ecuador, New Zealand, Paraguay, Peru and citizens residing in Spain from other countries that sign agreements in the future.

To exercise the right to vote, you must be registered on the electoral roll.

Nationals from EU countries
For nationals from EU countries residing in Spain to register on the electoral roll, they must make a formal declaration of the desire to exercise the right to vote. The declaration must be handed in at the town hall of the place where the citizen lives before 31 December 2010.

This year, unlike previous years, the Electoral Roll Office will send a personal notice only to citizens who have not made the formal declaration and who registered on the census after May 2007, rather than to all the residents on the census as it has done to date. Accordingly, it is important to explain that all EU citizens on the census before May 2007 wishing to declare their desire to exercise their right to vote must go to their town hall to do so.

Nationals from countries with agreements for municipal elections
Nationals from countries with agreements that recognise the right to vote in municipal elections require the following: they must be of legal age, apply for registration on the electoral roll for municipal elections and comply with the other terms and conditions provided in the agreements.

Extra-Community countries with agreements in place at the present time include: Norway, Chile, Colombia, Ecuador, Paraguay, Peru and New Zealand. The list may be increased with other countries that sign agreements in the future.

The terms and conditions provided for nationals from Chile, Colombia, Ecuador, Paraguay, Peru and New Zealand are as follows:

They must have a residence permit in Spain.
They must have lived in Spain legally and continuously at least for the five years before applying for registration on the electoral roll.
They must exercise their right to vote in the municipality of their usual residence and they must be registered on said municipality's census.
They must be registered on the electoral roll for foreign residents in Spain. The application for registration must be made by the interested party in the town hall on whose municipal census he/she is registered.

And the terms and conditions for Norwegian nationals are as follows:
They must have a residence permit in Spain.
They must have lived in Spain legally and continuously for more than three years.
They must have their address in the municipality in which they are to vote and be registered on the municipal census.
They must be registered on the electoral roll for foreign residents in Spain. This requirement is essential for exercising the right to vote and the registration must be applied for by the interested party. The application must be handed in at the town hall on whose municipal census the applicant is registered.
The applications for registration on the electoral roll may be made from 1 December 2010 to 15 January 2011.

Besides being able to hand in the applications at the town halls, the Electoral Roll Office also plans to send a personal notice to the national citizens of these countries who fulfil the terms and conditions provided in the respective agreements in the month of November 2010, including their census registration details on pre-printed forms.

ELS POBLETS BETTER

VISITING THE WORKS OF THE COVERED SWIMMING POOL

The Mayor, Jaime Ivars, along with the councilwoman of Sports, Pilar Bisquert, have visited the works of the future indoor swimming pool of Els Poblets.

The works are very advanced and it is predicted that they will comply with the time limit and that the inauguration will be towards the end of 2010.

Beside the work of the Pool a new project has been included of Energy Efficiency, that will be subsidized with 226,642 € by the Delegation of Alicante. This project intends to act on the consumption generated by the building, reducing it to compatible limits with its use besides employing renewable energies, for example the thermal solar energy and solar photovoltaic, constituting thus a great savings of energy.

THE TOWN HALL OF ELS POBLETS RECEIVES A GRANT TO PROMOTE EMPLOYMENT

The Ministry of Economy, Treasury & Employment, through the Department for Employment has given the Town Hall of Els Poblets a grant destined to the hiring of unemployed workers in order to accomplish work and services of general and social interest..

The grant, which totals 14.082,16 €, is going to the repair of the roof of the old schools of Mira-Rose, which at present is used as a municipal store and is situated next to the Church of El Salvador.

This work, which will have a duration of 1 month and 26 days, will give work to 4 unemployed people of Els Poblets, 3 of them unskilled workers and 1 skilled. The selection of hiring the unemployed people will be through the Valencian Service of Employment and Formation (Servef) and will be carried out according to the requirements and criteria that this agency determines.

This grant together with the Plan-E will give work to some unemployed people of Els Poblets.

"TEACHERS HOUSES"

Work is already in motion for the adaptation of the old dwellings of the teachers.

These dwellings, situated in Calle Pego, were originally for the use of the teachers of Els Poblets but more recently have been used for storage and had become very run down. For this reason it was decided to take advantage of the Plan-E for their adaptation.

The work is financed 100% by the state fund for employment and local sustainability, which both improves local infrastructure and gives employment to local people.

The grant totals 58.354,09 € and the duration will be of 80 days. Once the building is in a perfect state it will be made available for the use of residents and cultural associations.

THE TOURIST INFO OFFICE OF ELS POBLETS RENEWS ITS FURNITURE

The Mayor of Els Poblets, Jaime Ivars, together with Councillor of Tourism, Pilar Bisquert, visited the Tourist Information Office of Els Poblets after the completion of the renewal of all the furniture.

The Valencian Agency of Tourism was in charge of the total cost of this renewal. A necessary renewal since the office still had the same furniture since it was opened in 1998. The time elapsed and the new needs of the service made it necessary to adapt the interior space and to renew the furniture to improve the benefits for both visitors and staff.

The Valencian Agency of Tourism, which includes the Project of Integration of the offices "Tourist Info" in order to give them a homogeneous image and link between them, agreed with the Town Hall of Els Poblets the adaptation and reform of the office of the municipality. Previously the Town Hall requested that they valued the need to adapt the existing furniture in the office to one more harmonious to the needs of the service, permitting visitors to be attended from the counter in a comfortable form without interrupting the work that needs to be carried out in parallel.

Thus therefore, the Valencian Agency of Tourism, assumed the total price of the renewal of the furniture, giving it more modern and functional characteristics.

The Conselleria takes on the project of renewal of the lighting system of the town

The Conselleria of State and Employment has decided to transfer 219,215 euro to that of Infrastructures and Transportation in order to take on the contracting and execution of the lighting renewal project in Els Poblets. The Secretary, Gerardo Camps, has communicated the decision to the Town Hall, after receiving requests of aid for a project by the municipal technicians to be included in the special Plan of Productive Investment of the Generalitat in order to guarantee the liquidity of the municipal coffers.

According to the mayor Jaime Ivars, this tender was put forward to the Conselleria of State and Employment in view of the requirement to tackle the execution of the project being put forward, a cost that the Generalitat anticipated to be of mid term benefit. Ivars has shown his satisfaction because the initiative will eradicate the luminance contamination combining it with power saving and the greater durability of the lights. Jaime affirms that it is a pledge of the governing team for compatible power efficiency and the preservation of the environment which is a formula to fight global warming.

ZERO DEBT TO BANKING INSTITUTIONS AND IMPROVING THE ECONOMIC SITUATION OF THE TOWN HALL

ince the recent government pact between the PP and PSOE in the Town Hall of Els Poblets, the Mayor Jaime Ivars (PP) evaluates the economic situation and is very satisfied by the present operation of the new team of government.

After meetings held with several groups within the town it has been possible to asses the degree of satisfaction expressed by the residents. A favourable reaction has been reported with regard to the situation on several subjects, for example, the situation of the gardens, works and services and cleaning, departments directed previously by Mr. Simarro of the PIREE.

As far as the present economic situation of the Town Hall of Els Poblets, the situation is not anything as dramatic as some want to make out.
It is clear that the situation is not absolutely buoyant but numbers do not deceive and for that reason, the Mayor affirms that he has kept his feet on the ground and has taken economic measure, such as the reduction of expenses and good management of income, which has given and will continue to bear fruit. At the close of accounts for 2009 already it has resulted in a positive budgetary result of approximately 235,000 € whereas in the previous exercise it was almost 500,000 € negative. The treasury surplus that was 600,000 € negative has gone to only 100,000 € negative, that is to say, an improvement of almost 500,000 €

All this data demonstrates the management previously and those that will be taken from now on by the new Treasury Councilwoman will be the best ones and most advantageous for the municipality. The Mayor thanked in advance the councilwoman for her dedication so that this work is continued and affirmed, "I am sure that we will make the treasury into a surplus with the new guidelines on savings and containment of costs taken by the new team of government.

Looking at the present Spanish economic situation and worldwide crisis, the Town Hall of Els Poblets is one of the best situated, data corroborated by several mass media studies that have appeared in the press.

Very pleasing was the surprise of the new partners when they entered into government alongside the PP when they were able to verify that the economic situation was fairly good, because in spite of what others declared, the Town Hall had a positive balance of almost 410,000 € (almost 70 million pesetas) in addition to having no debt with banking organisations.

It is necessary to remember that no matter how much the opposition insists on trying to make the residents of Els Poblets believe that the situation is dramatic and that it is bankrupt, nothing could be further from the truth.
Shortly we are going to undertake new works for the improvement of the town, pertaining to Plan-E of the Government and the plan Confianza of the Generalitat Valenciana, for example, the adjustment of the exit from Miralfor towards Vergel and the urbanization of the adjacent streets to Ave. Jaume 1. At the moment the improvements of the Las Marinas road, the pumping stations and the drainage network are being done. Also a new protective fence in Carrer Girona is being installed, painting of Casa de Cultura and the renovation of the old school, work, which besides improving the town, will enable it's use by people of the municipality.

The Government team is looking forward to continuing to work hard with the desire to make the best decisions in favour of the interests of the town and for the residents.

THE HYPOCRISY OF PIREE AND OTHERS

Hypocrisy may come from the desire to hide the real motives of others. Normally it manifests showing what you want (simulation), or hiding what you do not want to be seen (dissimulation).

PIREE simulated when it governed with the PP the necessity to put out to tender the concession of the water, in total agreement. During the process it hid from its partners its true intentions which were nothing more than taking personal and political benefit, proposing to the PP a decision to vote against any legal administrative procedure in public contracts.

Lacking the support of the PP they contacted the parties of the opposition with the sole purpose of ousting the PP Mayor from office and to obtain a positive vote from the opposition in favour of the 4th listed company for the water provision (which had less than 40 points than the 1st named)

Mr Simarro, you proposed the censure motion, but the other parties were not prepared to take on the office of mayor. Therefore, if somebody has to clarify something it is you (or your noxious company)

What made him change his vote to decide on the last company (more than 40 points less than the st) bypassing the legal administrative procedure?

It is paradoxical that always we find him in media related to water, not with the mud, which we know you don't like, but the water because it is used to make cheap political propoganda. Try to remember Mr Simarro the 12th October 2007 when, according to what is said by the people, the first thing you did was to make you and your vehicle safe and then with beer in hand, watch the water devastate the streets of the town. Clarify to the residents the transparent and coherent actions of which you boast in your writing. We do not see them anywhere. We were the ones who supported you, when your new friends wanted your head!

At a residents meeting you said that you and your group favoured the water concession. Why now in your writings, and after being the initiator of neighborhood distress caused by skipping the administrative procedure, support the last company (more than 40 points less than the first)? What is better than the 1st, 2nd and 3rd according to you and your group.

The Partido Popular has no preference for any company and we have always complied with the requirements of the legal process. What you should explain is why you have this commitment to the last company which made you skip the legal process!

You in your writing affirm to have demonstrated with documents and facts the coherence and transparency……..,to seek for and look after the most profitable things for the town……y bla, bla, bla. What draws attention powerfully is that it always has the word “profitable” in its content! - a little more tact in regard to such matters which relate to a town is to use the term “the best”. Do you truly believe that their amendments are the most profitable? Clarify in what! To us there is no doubt that they were the most prejudicial because having no remedy would have cost a lot of money for the town. But clearly you don't care about that!

We, the PP, govern with whomsoever defends the general interests and the best thing for the people, and considering the situation created by you and others it is the best thing that could have happened to the people. Or does he not remember that he went to make a pact with Mr. Caselles and the BLOC to extract an affirmative vote in favour of the fourth company? How is it that according to you, you want the best thing for the people and could not it obtain this support?



The only thing that bothers him is that both councilmen of the socialist group have reflected and have returned to the legal administrative procedure the contest of the concession of the water and have arrived at a pact of governability because we are convinced that it is the best thing for the town. It has been COMPOUNDED INFORMALLY. Explain to the voters of the PIREE how his attitude has benefited them! According to many people of this party it is said around town that they did not see clearly the manoeuvre that you tried with the topic of the water, since apparently it would be “profitable” only for his interests.



Before they governed and now no longer, although even better they will be paid for creating discomfort to the neighbourhood and circumventing legal administrative procedure.

FORUM OF EUROPEAN RESIDENTS–PARTIDO POPULAR

The Partido Popular of the Province of Alicante will intensify its task to become, in 2011, the reference party for the European residents.
This first forum that took place last Saturday, the 6th March in Ondara is an event in which the popular party wanted to extract ideas and to look for solutions, but especially, projects of the future facing the numerous sector of the population in several Alicante municipalities, such Ells Poblets, where 52% of the population are European residents.

Ximo Ferrando, Mayor of Ondara and host of the forum qualified the meeting as "a space of meeting and dialogue where the residents of the European Union and Norway could have the opportunity to transmit their worries, as well as valuing their situation in the province of Alicante". The forum, which took place throughout the whole morning, was provided with two clearly differentiated parts. In the first one, a round table was celebrated between the mayors and councilmen, where the Mayor of Els Poblets, Jaime Ivars, represented the European residents of our municipality. And in the second one, there took place a meeting between representatives of social, civic and local entities of European residents in the province.

In conclusion we can say that the Populars will unite criteria in order to give the same response to the problems of these citizens in every municipality and will start the precise tools for a nearer, agile and firmer contact with this group. In this sense it was confirmed that "a specific person will be incorporated in the Partido Popular in each of the Local Meetings to attend and to solve the questions that most affect the European citizens ".

In the same line of work, the PP will incorporate in each of the web pages of the local meetings a paragraph dedicated exclusively to meeting the demands, the problems and the suggestions of the European citizens. Finally, the secretary of Organization of the Alicante Popular Party underlined that the Partido Popular Party of the Province of Alicante “will accentuate the approach to the local, social groups and entities formed by European citizens in every village and city of the province of Alicante”.

The Partido Popular Party of the Province of Alicante is the one that harmonizes most and understands the European citizens, since only in the last ten months; more than 1,000 European residents in the province have joined as affiliates to the project of the Popular Party.

Pact to give stability to the municipality against the crisis

The Popular Party and PSPV of Els Poblets sealed on Friday 12th February a pact of government "to give stability to the municipality in the daily management at this time of economic crisis" as their spokesmen declared.


The pact was signed in the presence of the Regional Coordinator of the PP, Ximo Ferrando, by the Mayor, Jaime Ivars, and councilwoman, Pilar Bisquert, representing the Populars and Socialist spokesman, Josep Andrew Caselles.

Ivars justified the new coalition by explaining "Els Poblets municipality needs stability, which cannot be given in minority or opposition, so we and the Socialist group have reached an agreement of wills to continue to manage the projects that are under way because the current economic situation predominates over ideologies". For Ivars "at this time residents need confidence in a strong local government and we will try to give it to them by means of management by mutual respect."


The Mayor stated that "he will work with transparency to address the economic difficulties of the Town Hall and at the same time solutions to the problem of employment of the residents of Els Poblets, by means of an agreement that puts the general interest of the people above political ideals". At the same time he defined the agreement after arduous negotiations as "what is best for the people of Els Poblets, by forming a pact between the two political forces represented in all institutions, which is fundamental when working for the people. "

Representatives of the British Consul resolve the doubts of residents on matters relating to benefits, pensions and health


The Advisor of Benefits, Pensions and Health, Martyn Standing and the Vice-Consul, Lloyd Millen, both of the British Consulate of Alicante, yesterday afternoon gave a talk at the Casa de Cultura of Els Poblets in order to clarify doubts among the British residents on issues related to health, pensions and benefits.

An initiative was organized by the English-Speaking Residents Group of Els Poblets, who comprise 13% of the total of the population (431), in collaboration with the Town Hall of Els Poblets and was attended by more than a hundred British residents..

After a brief introduction which informed them of the powers of the British Consul in Spain and the locations of the various offices located in the Valencian Community, the attendees took part in a question and answer session. Afterwards some people were seen in private by the speakers to resolve more personal questions. The mayor of Els Poblets, Jaime Ivars, was responsible for opening the event.

COASTS

Mayor, Jaime Ivars, has visited the works that are being carried out on the Almadrava beach of Els Poblets.

From last Monday the territorial director of Coasts has been carrying out the work of regeneration after the last bad weather that had seriously damaged all the coastal zone of the municipality as well as some of the houses located on the first line.

The work consists of the redistribution of the gravel and reinforcing the mouth of the River Girona with quarried stone of the same size as the original boulders on the beach.

The Mayor, Jaime Ivars, thanked enormously the Director of Coasts, Doña Francisca Baraza, for the commitment, the management and the action that is being executed at the moment.

The houses that are at the mouth of River Girona also are in danger and the Mayor met with the Commissioner of Water of the Hydrographic Confederation of the Júcar at the same time he was in contact with the Doña Baraza. The commissioner has committed the two agencies to carry out the construction of a jetty that will protect these houses in the case of further high tides and/or high river levels.

The Town Hall of Els Poblets trusts that all the agreed work will now be carried out to a speedy conclusion.

FITUR 2010

he Mayor of Els Poblets values the positive results of the presence of the municipality at the 30th anniversary of the exhibition of Fitur.

The municipality was represented in Madrid by Jaime Ivars, Mayor and Pillar Bisquert, Town councillor of Tourism.

This year the emphasis was in the promotion and the coverage of our cultural heritage and activities. For this a video was shown with various images of the celebrations and activities that take place during the year. The video was produced by Paschal Tailor, resident of the village, and as in previous years, has given his work for publication and promotion during the event and for the next edition of TCV. (Turismo de la Comunidad Valenciana)

Amongst the official visitors to our stand we welcomed D. José Joaquín Ripoll, president of the Diputación de Alicante, Gem Amor, Director of the Tourist Board and the Councillor of Tourism, Belén Juste. During the official acts, the Mayor took advantage to urge the authorities to continue working for Els Poblets, but not without first giving thanks for the work performed up to now.

This year, the promotion of the Costa Blanca Stand, in line with that chosen by the municipality of Els Poblets, promoted the rich gastronomic, cultural and festive traditions of the province. It was an appeal to wake the senses. For this reason professionals of the hostellers sector displayed their wares and elaborated on their products to the visiting public. Our stand was visited by the well know chef, Quique Dacosta, who apart from a professional interest is a much loved friend of our municipality.

Also was shown all the professionals of the business and tourist sector of the municipality, through the web page of Els Poblets www.elspoblets.es and some of them actually attended the fair in person through the regional association of hotel business of the Marina Alta (AEHTMA), with headquarters in Dénia.

The stand during the entire fair was attended by personnel of the department of tourism of the municipality.

STATE FUND

On 25th January at an extraordinary meeting of Els Poblets Town Hall it was unanimously approved the inclusion of the projects to the State Fund for Occupation and local sustainability 2010.
 
The state fund for the occupation and the local sustainability is destined to finance the accomplishments on the part of the Town Hall of investments that generate occupation, as well as activities of social and environmental character.

It is intended to increase public investment in the local environment, principally towards projects of sustainable development, such as work occupation and new planning with the immediate execution by the competent municipality.

After analyzing conscientiously the needs of the municipality, 5 projects have been proposed and subsequently approved by the unanimous vote of the meeting .

1- Restoration of the facade and repair of the outside of the Casa de Cultura.
2- Adaptation of the ground floor of the old Maestros building to allow it to be used for a meeting place for various residents associations.
3- Improvement of the drainage network in carretera Las Marinas: Pumping stations.
4- Improvement of the drainage network in Partida Playa Almadrava-Partida Sorts de la Mar.
5- Improvement of road safety in Calle Girona.


At this moment, the said actions are pending the approval of the Ministry of Public Administration. Once the approval happens, the Town Hall will put into motion all of the works to improve the municipality of Els Poblets during 2010.

Los moriscos de la Marina Alta
400 años de la expulsión

A lecture entitled “Los Moriscos de la Marina Alta, desde la conversión hasta la expulsión” (The Moors of the Marina Alta, from the coversion to the expulsion) will be given by Pasqual Costa Cholbi, professor of History at the University of Valencia.
Presenting the event will be Jaume Ivars Mut, Mayor and Ángela Perelló, Culture Councillor of Els Poblets Town Hall.

The exhibition will be open until 24th Januaary.

HOURS: Monday to Friday: From 17.00 hours to 20.00 hours.
Saturdays: From 10.00 hours to 13.00 hours.
