ELS POBLETS BUDGET FOR 2011

On Monday 22nd November 2010 at a special plenary session, the budget for 2011 was approved.

The projected budget is 3,377,865.32€ income and 3,280,195.38€ of expenses, displaying a surplus to mitigate the effects on the residual liquid assets.

These figures represent a decrease on the budget of the preceding period, justified by the government team for the need to apply a policy of reduction and adjustments in the public expenses, caused principally by the significant decrease over several years of the income originating from the tax on construction, urban development rates and the tax on the increase of the value of urban lands.

In order to meet this target of reduction it will be necessary to reduce such items as the expenses of personnel (reduction of the salary) besides the reductions pertaining to the salaries of the high-ranking officials and assistances to associations. Reductions will also be made in other items such as Protocol, Twinning, Tourism, Commerce, and Traditional Festivals among others.

On the contrary, other parts of social character have been maintained, such as Social Services, Sports and Culture and Education.

Regarding the fiscal incomes, the government team emphasises that it is determined not to modify the tax types and rates thus avoiding a greater municipal tax burden to the families.

In the section of subsidies they are waiting to receive the fourth annuity of the agreement signed with the Generalitat for the work of the pedestrianisation of Calle Cervantes and the Plaza del Castell, that have already been finalized, as well as two more requested subsidies to the Delegation of Alicante for hydraulic infrastructure.

Besides applying to all those announced in the fiscal year 2011 and those that will be of municipal interest, the ones that are granted will be subject to the corresponding budgetary modifications.
Finally, in relation to the area of investments, the emphasis was on those that were the most necessary for the municipality, such as the urbanization of different streets, mains plumbing of Calle 9 in Gironets, the intersection between Cami Real de Gandía and Cami de la Mar, another point of underground containers, a playground, fitting-out the pool and the outside of the Municipal Auditorium, among others.

Likewise, one must emphasize the contribution by aid to the Third World of 0.3% of common resources

All in all, we must emphasize the will of the government team by presenting some adjusted budgets to face the current reality, with austerity but without forgetting the needs of the municipality. The management of the government team Partido Popular-PSPV have maintained and even increased minimum investments, projects in motion have not been delayed and neither have the taxes in force risen. They have been capable of optimizing the resources and reorganized the Town Hall, with ZERO debt and a surplus of liquid assets.

It must not be forgotten that the opposition parties, BLOC and PIREE voted against the changes. During the meeting, some doubts were resolved with the spokesman of BLOC; on the other hand, the spokesman of PIREE had no questions.

RIGHT TO VOTE IN MUNICIPAL ELECTIONS

Right to Vote in Municipal Elections
In the municipal elections of 2011, citizens of the following countries and regions have the right to vote: European Union, Norway, Chile, Colombia, Ecuador, New Zealand, Paraguay, Peru and citizens residing in Spain from other countries that sign agreements in the future.

To exercise the right to vote, you must be registered on the electoral roll.

Nationals from EU countries
For nationals from EU countries residing in Spain to register on the electoral roll, they must make a formal declaration of the desire to exercise the right to vote. The declaration must be handed in at the town hall of the place where the citizen lives before 31 December 2010.

This year, unlike previous years, the Electoral Roll Office will send a personal notice only to citizens who have not made the formal declaration and who registered on the census after May 2007, rather than to all the residents on the census as it has done to date. Accordingly, it is important to explain that all EU citizens on the census before May 2007 wishing to declare their desire to exercise their right to vote must go to their town hall to do so.

Nationals from countries with agreements for municipal elections
Nationals from countries with agreements that recognise the right to vote in municipal elections require the following: they must be of legal age, apply for registration on the electoral roll for municipal elections and comply with the other terms and conditions provided in the agreements.

Extra-Community countries with agreements in place at the present time include: Norway, Chile, Colombia, Ecuador, Paraguay, Peru and New Zealand. The list may be increased with other countries that sign agreements in the future.

The terms and conditions provided for nationals from Chile, Colombia, Ecuador, Paraguay, Peru and New Zealand are as follows:

They must have a residence permit in Spain.
They must have lived in Spain legally and continuously at least for the five years before applying for registration on the electoral roll.
They must exercise their right to vote in the municipality of their usual residence and they must be registered on said municipality's census.
They must be registered on the electoral roll for foreign residents in Spain. The application for registration must be made by the interested party in the town hall on whose municipal census he/she is registered.

And the terms and conditions for Norwegian nationals are as follows:
They must have a residence permit in Spain.
They must have lived in Spain legally and continuously for more than three years.
They must have their address in the municipality in which they are to vote and be registered on the municipal census.
They must be registered on the electoral roll for foreign residents in Spain. This requirement is essential for exercising the right to vote and the registration must be applied for by the interested party. The application must be handed in at the town hall on whose municipal census the applicant is registered.
The applications for registration on the electoral roll may be made from 1 December 2010 to 15 January 2011.

Besides being able to hand in the applications at the town halls, the Electoral Roll Office also plans to send a personal notice to the national citizens of these countries who fulfil the terms and conditions provided in the respective agreements in the month of November 2010, including their census registration details on pre-printed forms.

ELS POBLETS BETTER

VISITING THE WORKS OF THE COVERED SWIMMING POOL

The Mayor, Jaime Ivars, along with the councilwoman of Sports, Pilar Bisquert, have visited the works of the future indoor swimming pool of Els Poblets.

The works are very advanced and it is predicted that they will comply with the time limit and that the inauguration will be towards the end of 2010.

Beside the work of the Pool a new project has been included of Energy Efficiency, that will be subsidized with 226,642 € by the Delegation of Alicante. This project intends to act on the consumption generated by the building, reducing it to compatible limits with its use besides employing renewable energies, for example the thermal solar energy and solar photovoltaic, constituting thus a great savings of energy.

THE TOWN HALL OF ELS POBLETS RECEIVES A GRANT TO PROMOTE EMPLOYMENT

The Ministry of Economy, Treasury & Employment, through the Department for Employment has given the Town Hall of Els Poblets a grant destined to the hiring of unemployed workers in order to accomplish work and services of general and social interest..

The grant, which totals 14.082,16 €, is going to the repair of the roof of the old schools of Mira-Rose, which at present is used as a municipal store and is situated next to the Church of El Salvador.

This work, which will have a duration of 1 month and 26 days, will give work to 4 unemployed people of Els Poblets, 3 of them unskilled workers and 1 skilled. The selection of hiring the unemployed people will be through the Valencian Service of Employment and Formation (Servef) and will be carried out according to the requirements and criteria that this agency determines.

This grant together with the Plan-E will give work to some unemployed people of Els Poblets.

"TEACHERS HOUSES"

Work is already in motion for the adaptation of the old dwellings of the teachers.

These dwellings, situated in Calle Pego, were originally for the use of the teachers of Els Poblets but more recently have been used for storage and had become very run down. For this reason it was decided to take advantage of the Plan-E for their adaptation.

The work is financed 100% by the state fund for employment and local sustainability, which both improves local infrastructure and gives employment to local people.

The grant totals 58.354,09 € and the duration will be of 80 days. Once the building is in a perfect state it will be made available for the use of residents and cultural associations.

THE TOURIST INFO OFFICE OF ELS POBLETS RENEWS ITS FURNITURE

The Mayor of Els Poblets, Jaime Ivars, together with Councillor of Tourism, Pilar Bisquert, visited the Tourist Information Office of Els Poblets after the completion of the renewal of all the furniture.

The Valencian Agency of Tourism was in charge of the total cost of this renewal. A necessary renewal since the office still had the same furniture since it was opened in 1998. The time elapsed and the new needs of the service made it necessary to adapt the interior space and to renew the furniture to improve the benefits for both visitors and staff.

The Valencian Agency of Tourism, which includes the Project of Integration of the offices "Tourist Info" in order to give them a homogeneous image and link between them, agreed with the Town Hall of Els Poblets the adaptation and reform of the office of the municipality. Previously the Town Hall requested that they valued the need to adapt the existing furniture in the office to one more harmonious to the needs of the service, permitting visitors to be attended from the counter in a comfortable form without interrupting the work that needs to be carried out in parallel.

Thus therefore, the Valencian Agency of Tourism, assumed the total price of the renewal of the furniture, giving it more modern and functional characteristics.
